Dear Colleague: In the past week, local activists who daim to represent the community have organized press conferences against the sale of Roger Williams Medical Center to Columbia/HCA and even cultivated the support of Congressman Patrick Kennedy. I think that it is important for everyone in our staff to not only recognize these challenges to Roger Williams but also be prepared to respond to your friends and neighbors with the hospital’s side of the story…[9]

На протяжении длинного текста Урсиоли доказывает, как хороша Колумбия и какие преимущества для сотрудников госпиталя и больных принесет продажа нашего некоммерческого (богоугодного по Гоголю) заведения системе коммерческой корпорации. Вполне образованный экономически (степень магистра в бизнесе и администрировании), Урсиоли аргументирует, как истинный антимарксист, проштудировавший «Капитал», чтобы с убежденностью следовать рекомендациям «идола» современной экономики капитализма — Милтона Фридмана, изложенным в труде «История денежной системы Соединенных Штатов за 1867–1960». Цитирую Урсиоли: «Ours is a democratic market — driven economy where individuals have the right to choose where and how they receive health care. Any company that does not provide good quality at competitive prices will not survive in the marketplace. The entry of Columbia into this market will probably assure lower prices than we might otherwise experience in the future»[10].

Судя по многочисленным письмам-обращениям Урсиоли к сотрудникам госпиталя, присоединение к Колумбии неизбежно приближалось: «As our negotiations with Columbia/H CA move more closer to a successful conclusion, we are turning our attention to assuring that the full community is aware of the facts surrounding this transaction and the benefits it offers. October 31, 1996»[11].

Самым печальным для научных сотрудников госпиталя фактом было исключение РВГ из системы Браунского университета. Студенты и аспиранты университета проходили клиническую практику в РВГ или выполняли научные исследования в научных и клинических лабораториях госпиталя. Всего этого лишались одновременно преподаватели, студенты, аспиранты и резиденты. Вероятно, такие мелочи не беспокоили Урсиоли, погруженного в процесс экономической конъюгации с Колумбией.

25 ноября 1996 года появилось новое президентское послание:

I have signed the final agreement for Roger Williams Medical Center to be acquired by Columbia/HCA Corporation and the details have all been worked out. The transaction will take effect upon approval by a number of state and federal regulatory agencies [12].

Одним из таких агентств (по сообщению местной газеты «The Providence Journal» от 16 февраля 1997 г.) была штаб-квартира Генерального Прокурора штата Род Айлэнд. В другом сообщении той же газеты (1997) обращается внимание на упорные дебаты среди сотрудников госпиталя по поводу правильного или ошибочного решения: присоединяться к Колумбии или отказаться от этого шага. Тем не менее, информационный листок, выпускаемый PB Г, продолжает взбадривать общественность по поводу поддержки коммерческого соглашения с Колумбией:

Employees who want to speak out to support of our sale to Columbia/HCA will have six more chances to do at hearing scheduled by Attorney General Jeffrey Pine [13].

Урсиоли не оставил идею присоединения госпиталя к Колумбии, но в его выступления и ремарки, публикуемые в информационном листке РВГ за июнь 1997 г., начинают вкрапливаться «разумные колебания», которые открывают путь к отступлению:

President Urcioli answered opponents’ charges and made it clear that the only fair approach to hospital competition is to create a level playing field[14].

К этому времени (22 июля 1997) Урсиоли проделывает еще один стратегический маневр. Взамен утраченной аффилиации в Браунском университете приобретается совершенно невероятное соединение (клиника, преподавание, наука) с университетом, находящимся в другом штате — Массачусеттс: «As I said repeatedly over the past few months, Roger Williams is in a positive position. In fact, we have the strength we need to grow — and we are growing. Our affiliation with Boston University School of Medicine, one of the most respected medical schools in the country, is now in effect»[15]. И — позолотив пилюлю, еще откровеннее признается в пересмотре позиции в отношении Колумбии: «While we continue to fulfill our mission, the Board and I intend to take a fresh look at our relationship with Columbia and also explore a variety of other possibilities. Our goal remains finding someone who cares about quality as much we do and who has the resources to insure our growth and security into the future. With our current strength we have no need to hurry, or accept less than what we deserve»[16].

Гром грянул, когда в газете «The New York Times» от 1 августа 1997 года появилась статья К. Эйхенвалда под названием «For hospitals, a new prognosis on fraud — charge exposure», в которой подробно анализировались противозаконные действия Колумбии. Вот цитаты:

«With the indictment of three executives of the Columbia/HCA Healthcare Corporation, law enforcement officials are sending a powerful message to administrators and financial executives on the hospital industry: be very afraid. The executives are charged with falsifying cost reports that are used to determine billions of dollars of reimbursements from the Government annually. Over the years, cheating on a Federal cost report became viewed by some hospital administrators as something akin to jaywalking. While everyone knew it was illegal, lots of people did it… Over the years, hundreds of Columbia executives — and thousands of hospital administrators — signed papers certifying the accuracy of their cost reports. But only now are many of them learning that documents they approved are being reviewed by criminal investigators… At the top of every cost report, the Federal Government warns administrators that any misrepresentation in the document is a crime potentially punishable by imprisonment»[17].

Отступническим, лицемерным и консервативным (если принять за радикализм Урсиоли изначальное решение присоединиться к Колумбии) оказалось сообщение информационного листка РВГ от 8 августа 1997 года под названием: «RWMC continues to serve while examining options»:

With the legislative vote overriding Governor Almond’s veto of the Hospital Conversions Act behind us, RWMC continues to serve the community while President Robert A. Urcioli and the Board of Trustees examine the hospital’s options. «The way employees supported Roger Williams through the past months has been truly remarkable,» said President Urcioli. «Through the whole debate, I knew I had an entire team pulling for me and for Roger Willliams (Президент явно лукавит, НАМЕРЕННО НЕ УПОМИНАЯ убийственную статью в „The New York Times“. — Д. Ш.-П.). Now I’m going to have to ask my team to be patient, while the Board and I take a fresh look at our agreement with Columbia and explore other possibilities as well. That may take some time — but I promise we won’t settle for anything less we deserve. Stay tuned. Your managers and I will keep you up to date on our progress»[18].

И окончательным поворотом на 180 градусов является официальное Заявление президента Урсиоли:

STATEMENT BY ROBERTA. URCIUOLI, PRESIDENT AND CEO, ROGER WILLIAMS MEDICAL CENTER

Providence, RI — August 29, 1997… «The Roger Williams Medical Center Board of Trusteees and I were pleased by today’s announcement that Columbia does not intent to continue to hold Roger Williams to its purchase agreement. At its first full meeting following the passage of the Hospital Conversions Act, the Board reviewed both the effects of the legislation and the concerns raised by federal investigations of Columbia’s business practices and concluded that the future of Roger Williams would be best served by affiliation with a different organization. As a result, the Board passed a resolution directing our legal counsel whatever steps were necessary to end the deal before it ran out on September 30. Columbia’s decision to suspend acquisitions should mean there will be no difficulty in achieving this goal. As we announced several days ago, we already negotiated a release from the portion of the agreement with Columbia that prevented us from talking with other entities that have expressed interest in partnering with us. Now we believe we are totally free to act in the best interest of our institution, our patients and the community»[19].

Урсиоли вышел из сложнейшей ситуации. И тотчас после временного отступления принялся наращивать силы. Талант: Наполеон, Кутузов, Талейран, Буш — младший! Госпиталь продолжал функционировать вполне успешно. В августовской (1997) медицинской ежемесячной газете «Hospital news» штата Род Айлэнд сообщалось о том, что одобрена на последующие 4 года программа Ракового Центра РВГ и исследуются новые схемы химиотерапии, направленные против HIV. В госпитальном листке от 19 сентября цитируется Урсиоли:
