Однако в целом бесприбыльный сектор вышел из рецессии, по мнению его обозревателей, не только обновленным, но и окрепшим. Он восстановился значительно быстрее, чем утверждали пессимисты. В этом ему, помимо собственной перестройки, помог пакет стимулирования экономики федерального правительства 2009 года (American Recovery and Reinvestment Act – ARRA), осуществление которого было проведено в значительной мере через организации третьего сектора.

Восстановление сектора в последние годы подтверждает сравнение данных Национального центра благотворительной статистики о числе, доходах, расходах и активах бесприбыльных организаций до и после рецессии. В 2010 году общее число бесприбыльных организаций составило 1,56 млн., в том числе тех, что направляют отчеты-декларации в IRS – 618,1 тыс. (в 2007 году соответственно 1,47 млн. и 583,5 тыс.). Рапортующие бесприбыльные организации получили 2,06 трлн. доходов, провели расходы в сумме 1,94 трлн. и показали активы в сумме 4,49 трлн. (в 2007 году соответственно, в трлн. – 1,93; 1,7; 1,33)128.

Приход к власти Барака Обамы с его программой прогрессистских реформ потребовал, как уже отмечалось, активного участия в ее реализации организаций третьего сектора и привлечения значительных ресурсов филантропии. Однако то обстоятельство, что его победа состоялась на фоне наиболее тяжелого за последние полвека экономического кризиса означало, в свою очередь, острую нужду в поддержке третьего сектора федеральным правительством с его бюджетными ресурсами.

Вместе с тем, усиленный рецессией и без того огромный бюджетный дефицит и государственный долг вызывали необходимость серьезного уменьшения расходов федерального государства. Это обстоятельство ставило под угрозу сокращения программы «социальной безопасности» и тем самым подрывало финансовую основу организаций третьего сектора, занятых их реализацией.

Ситуацию осложнил накат после промежуточных выборов в Конгресс в 2010 году новой волны «консервативной революции». Завоевав с помощью «чайной партии» – с ее идеологией «малого правительства» и резкого сокращения бюджетных расходов – большинство в Палате представителей, республиканцы получили возможность блокировать большинство мер программы Б. Обамы по подъему экономики, требующей увеличения расходов.

Столь сложное переплетение обстоятельств экономики, политики и идеологии в течение первого и в начале второго срока правления Обамы вынудило его маневрировать и обусловило противоречивость политики, относящейся к филантропии и бесприбыльному сектору. С одной стороны, их участие неминуемо, более того, остро необходимо в осуществлении таких ключевых пунктов обамовской социально-экономической политики, как поддержка среднего класса, модернизация энергетики и транспорта, реформа здравоохранения и образования. С другой же, необходимость снижения огромного бюджетного дефицита и давление республиканской оппозиции может вынудить администрацию Обамы пойти на уменьшение прямого финансирования бесприбыльных организаций, а также налоговых льгот для них и их доноров.

Впереди, во всяком случае, вплоть до окончания «века Обамы», третий сектор и филантропию могут вновь ожидать осложнения и перемены, вызванные не столько ситуацией в экономике, сколько зигзагами политической конъюнктуры в Вашингтоне и стране.
