Чтобы противостоять «страху по-американски», мы обязаны вернуться к эгалитаризму и либертаризму Ролса и Дворкина, вообще к принципам американского либерализма. Сейчас я не намерен отстаивать или разъяснять его принципы, ведь те, кто их изложили, уже дали нам развернутые и политически красноречивые, пусть и не всегда последовательные аргументы в их обоснование. Я предполагаю, что неудовлетворенность этими принципами вызывается их внутренними недостатками — в меньшей степени, нежели слепой верой в их применимость при решении сложных задач общественного переустройства, требующих от всех нас больших усилий. Шапкозакидательство эпохи холодной войны и современный терроризм — вот условия, при которых государство можно поблагодарить лишь за минимальное решение проблем анархии и беспорядка, а политику, направленную на повышение благосостояния людей, сменяет рынок. Гораздо проще верить в страх и жестокость, чем в свободу и равенство. Но только идеалы свободы и равенства вдохновляют нас на противодействие политическому страху, только идеалы свободы и равенства являются нашей гарантией в этой борьбе. Страх — это препятствие, барьер, но не фундамент для политики, он не может быть таковым. Борьба со «страхом по-американски» не может перейти и не перейдет от внеполитической, чисто человеческой тревоги к реальным проявлениям страха. Да, страх, испытываемый служащими на рабочих местах в Америке, меркнет перед ужасом Боснии или Руанды. Но борьба против «страха по-американски» должна стать императивом для тех, кто верит в идеалы свободы и равенства, поскольку именно страх является главным источником извращения этих принципов. Он пока еще царит в Соединенных Штатах и все больше распространяется в остальном мире.
