Из числа 199 стран, той, где масштабы насилия особенно значительно превысили предсказанные, оказалась Руанда. В Бурунди, напротив, показатели насилия в наибольшей мере (не считая еще одной страны) отклонились вниз от предсказанного уровня. Эти крайние величины разнонаправленных отклонений убедительно объясняются различиями в социально-политической структуре власти в этих двух обществах.
